Primena normativnog pristupa u predviđanju mogućnosti unapređenja poštanskih usluga

Abstract

Transformacija i reforma poštanskog sistema je dugotrajan proces koji zahteva predviđanje budućih trendova radi formulisanja strategije razvoja. U ovom radu prikazuju se mogući modeli transformacije, strategije i scenariji tržišnog ponašanja poštanskog sistema. Korišćenjem PATTERN metode i normativnog pristupa predviđanju, definiše se model razvoja poštanskog sistema kroz povećanje efikasnosti i efektivnosti usluga korisnicima. Kvantifikacijom elemenata modela određen je prioritet ciljeva u funkciji unapređenja poštanskih usluga.

Postal system transformation and reform is a long-term process that requires the prediction of future trends in order to determine the development strategies. This paper presents possible models of transformation, strategies and market behavior scenarios of the postal system. Besides that, a model of postal system development through the provision of better services to customers is defined using PATTERN method and normative approach to forecasting. Priority of the objectives, aimed at improving postal services in the postal system, is determined by the quantification of the model elements.
