Abstract: One key resource for efficient public administration is a senior civil servant (SCS),
who plays a fundamental role in integrating political decisions into administrative
implementation. Therefore, the state's investment in their professional development and
training is vital for the quality of public administration services. In order to achieve a high
quality of public services, it is necessary to determine the real need for professional
development of civil servants in managerial positions. After surveying 110 SCSs in Serbia, the
results show that they generally positively evaluate the proposed features of the training
program, with a particularly high level of agreement for the elements of practical application,
use of technology, interactivity and creative thinking. The highest percentage of strong
agreement was recorded for practical examples and enabling knowledge transfer through useful
methods, indicating a preference for an applicable and dynamic approach to learning.
