The ICT sector could be one of the key factors of economic development. This sector initiates innovation, financial funds and new jobs. Education, training, system innovation, information infrastructure, economic and institutional regime are the pillars of the knowledge economy development. Advanced countries have based their economic development on the knowledge. Also less developed countries, Finland and Ireland, obtained the economic development and built the knowledge economy due to this sector. In the ICT sector operate different companies. These companies invest the most in R & D (USA). ICT companies associate in the ICT clusters in order to increase competitiveness (USA, Europe) or outsourcing non-core activities (India) to lowered costs. The establishing of new enterprises and the development of existing companies in this sector in most countries contributes to the development based on the knowledge. .
