Od rudimentarnog partnerstva koga je karakterisao visok nivo neformalnosti, javno-privatna partnerstva su se pretvorila u ugovornu i institucionalizovanu relaciju javnog i privatnog sektora, i uključuju široku lepezu organizacionih modela. Za neke od njih se može reći da uključuju značajne državne i privatne odgovornosti vezane za planiranje, finansiranje i realizaciju. Do sada su razvijeni brojni varijeteti novih modela javno-privatnog partnerstva, kako bi se odgovorilo različitim izazovima postavljenim pred javno-privatno partnerstvo u specifičnim situacijama i sektorima. Posledično, sinergija kreirana unutar partnerstva može biti proširena na specifične niše infrastrukturnog razvoja. Modeli javno-privatnog partnerstva se razlikuju u zavisnosti od učešća privatnog kapitala u projektnoj odgovornosti, te će se na specifičnosti nekolicine infrastrukturnih radom biti skrenuta pažnja. . Public-private partnership is a concept that evolves. From the rudimentary partnership which is characterized by a high level of informality, a public-private partnerships have turned into a contractual relationship institutionalized by public and private sectors and now include a wide range of organizational models. Some of them can be said to include significant public and private responsibilities related to planning, financing and implementation. So far a great variety of new models of public-private partnership have been developed to address the various challenges, that are set before the public-private partnerships in specific situations and sectors. Consequently, the synergy created within the partnership can be extended to specific niches of infrastructural development. Models of public-private partnerships differ depending upon the participation of private capital in the project realisation and those related to infrastructural projects will be the subject of this paper. . |
